Open Question: Can I use someone else's credit card on Google Checkout?

Not in a fraud way, I mean that if you are under 18 for example and need to use a credit card belonging to a parent, or are someone who simply doesn't have a credit card but wants to buy an Android app. You'd think this information would be easy to find from Google since Android apps with pocket-money prices are often squarely aimed at the teen market, but after hours of searching no joy at all. Oh, and dad has a different surname and lives in a different address because parents are divorced, so I am not talking about John Smith and Tom Smith at the same address, I mean John Smith and David Jones type of thing. It doesn't say what will happen, don't want to end up freezing his card and getting investigated for fraud! Anyone me this situation before? Wow, dumb answer, thanks. How is a kid meant to use Android apps AT ALL then? Kids cannot have credit cards in this country, and you gotta provide a credit card. What are all the kids doing? They gotta be doing something! I'm not talking about fraud, I am talking about using a card with the full consent of the cardholder who WANTS to help. It's like saying it's fraud to ask if I can get my dad to come into a shop with me and buy me something with his card!! I just want to know if I have to register my phone under his Google account and have him put his card on there or if I can keep my registration with his card.
